Well, it totally depends on your project requirements and level, and especially what you are aiming for. Every framework and library has its own benefits and challenges. And angular and react are not different here.
I would like to share my personal opinion that, if you're new to programming, want to learn something quickly, and have a small and stable project then choose ReactJS as it is popular, easy to learn, high demand, and have many more benefits.
But if you're looking for a full-flex framework to build large scale projects and you know programming and want to put efforts to follow straight forward coding then angular is the best choice. Angular is quite challenging as it has a strict structure and every 6-7 months the major updates arrive.
